just as our strategic submarines are always with their most “strategic” assets when they are at sea, no matter what is happening at the moment

Not exactly.
We do not fly nukes around as some sort of airborne alert.
Haven’t done so in decades.
Might fly a few for stockpile or maintenance, modification, upgrade (MMU) purposes, only.
Never as alert or on a training mission.
