I don't know why the OCR failed on a few letters. Maybe it's an older version, the settings were jacked up, or there were goblins in the scanner. But the layered images opened in Illustrator look like what happens when OCR is turned on.
Why does the background have artifacts from the text? If this is a truly doctored Photoshop job then why isn't the green background completely static and free of any semblance of typed or written letters? That's what backgrounds look like when Acrobat tries to separate the different layers including the OCR layer.
Because of poor scanning or dumb photo editing, there are enough questions now to allow Hawaii to let a team of partisan and independent investigators in to see this actual document in the bound book that it apparently is in.

All I am saying is that the theory that OCR was used and is responsible for what we see in the separate layers requires belief of some very curious things.
I remain agnostic on the issue at large. I am mainly curious as to why the entire situation has proceeded as it has. Rather than scrutinize this image, I would really like to know why Obama spent more than two years and a sizable chunk of change fighting the release of this only to unceremoniously release it now. I would really like to know why various people in the state of Hawaii said 50 different (and contradictory) things about this issue. I’m a research scientist and an engineer. This is how I think.
