An article in National Review Online points out that all scans to Adobe PDF are “layered” as part of the software - pointing out that such layering is therefore not relevant, and does not necessarily indicate it is a fake..

I don’t know enough about PDF to comment one way or the other. I suspect we’ll all become experts within a week or two.

You can scan a document into Adobe and have the software recognize the words. It then translates that into the "layers" and the words can be edited but the software uses the fonts only in your computer or the Adobe software, not the original fonts (the downfall of Dan Rather).

You can also scan a document and turn it into a .jpg file or a few other picture formats. These are just pictures and the words cannot be edited.
