I have my uncle’s birth certificate from 1917 Missouri and it is #32,779 which makes sense. 32,779 birth certificates in Kansas as of July 22, 1917. But Obama is only the 151st birth in the state of Hawaii in 1961. Very doubtful that he was only the 151st person to be born in Hawaii....
African was not a label or classification for Negro in the 1950/60 era. The reference did not become acceptable until much later. Therefore he should have been classified as either Black or White but surely not african in 1961

File #151 must refer to a physical bound volume or handwritten record book, something for the Vital Records clerk's reference. It's not the consecutive birth number for that year.
I tried to find the number of births in Hawaii that year but I couldn't. I did find the birth rate at about 28 / thousand population and the 1960 population of 642,000. Multiply them and you get about 18,000. August 4 is a little more than 7/12 of the way through the year, or 10,500 - which is pretty close to number 10641. Also if you look at the Nordyke birth certificate you have number 151 61-10637 for a birth the next afternoon. (Yes, I know it is out of order. There are more than enough threads for that fight today.)
