The claims about the announcements reflecting the BC# are not substantiated by what’s actually in the microfilms, as you say. A simple case in point: the Nordyke announcement shows up only in the Star-Bulletin, and that was on Aug 16th. They were born at Kapiolani, as were probably most of the kids listed with Obama (supposedly) on the 13th and 14th.
The reference to HRS 338-17.8 being in effect in 1961 is not accurate. If you look at HRS 338-17.8 at http://www.capitol.hawaii.gov/hrscurrent/Vol06_Ch0321-0344/HRS0338/HRS_0338-0017_0008.htm you can see that it was only passed in 1982 so it wasn’t in effect in 1961.
The idea that Obama’s “date filed” should be the same as the Nordykes’ if they were born at the same hospital is sound.
I don’t have access to the rules that were in effect in 1961 because they were still using the Territorial rules, but if the first state rules put in effect in 1962 were just a continuation of the Territorial rules, then the Territorial rules in effect in 1961 gave people 7 days to register births, and local registrars were required to collect certificates for a week and then submit them all to the state registrar.
From the long-forms I’ve been able to see, Kapiolani Hospital seems to have submitted their BC’s for the week to the local registrar on Fridays (who then submitted them to the state registrar on the same day), so anybody born at Kapiolani on Friday after the BC’s for that week had been delivered would have gone in with the next week’s batch. According to the COLB and BC posted online, Obama was born on Friday evening. If so, his would have gone in the next week’s batch just like the Nordykes’ did. If Obama had been born at Kapiolani his should have arrived to the state HDOH office in the same batch as the Nordykes’ did and he would have had a “date filed” of Aug 11th just like they did.
So him having an Aug 8 “date filed” rather than the Aug 11 date would suggest that he was not born at Kapiolani.
But there’s an even bigger discrepancy. The “date filed” is the date that a number was given at the state HDOH office. Obama’s was supposedly given a number on Aug 8th that was higher/later than the number the Nordykes got 3 days later on Aug 11th. That would not happen in real life, since the numbers were given sequentially in ascending order.
Either Obama’s “date filed”, BC#, or both have been fabricated, and whoever guessed what date and number to try to put together on the forged COLB failed miserably - and of course the forged long-form had to agree with the forged COLB.
The fact that they had to try to guess compatible numbers suggests that they didn’t have a genuine, valid BC to copy the “date filed” and BC# from. IOW, they DON’T HAVE a Hawaii birth certificate for Obama from 1961.
I think this article makes some claims that are not accurate and confuse the issue, although I agree with the statement that Obama was not born at Kapiolani Hospital. There is no way for a BC that is numbered on Aug 8th to be given a higher number than one numbered on Aug 11th, regardless of which local registrar the BC came from. A BC which has that phenomenon is a fabrication, so none of the claims on it can be trusted.
We have no idea when a BC for Obama was filed, and we have no idea what BC#, if any, he has. We can’t know any of that because what has been shown publicly for Obama are forgeries that have an impossible “date filed” and BC# combination.
That’s what we need people to realize.

However, the regulation itself predates Hawaii statehood in 1959.
