Somebody jokingly referred to it as a "hidden clue" on another thread. Is it possible that whoever assembled his birth docs KNOWS something?

It is highly unusual for anyone to use a rubber stamp that has not be proofed by the user or, at least, the error brought to the attention of the user almost immediately. So just another one of a hundred anomalies in the document.
