The Blair Mountain miners were engaged in the largest insurrection since the Civil War, and a military response was legal under Posse Comitatus.

As far as the Bonus Marchers go, DC is under federal control, and the Posse Comitatus law does not prevent the president from deploying federal troops to quell riots or civil disturbances. Despicable as Hoover and MacArthur's actions were, they were legal.
