I guess we are talking about the difference between bribes and respectful gifts, and I suppose there is a fuzzy line.

In the case of my restaurant I don’t think it was considered payment. We weren’t in a bad neighborhood and didn’t need extra police protection.

Neither were we. I just thought it a nice gesture to give the people who help protect us and get very little in return a break ok. I know that the anarchists who hate authority and want legalized drugs disagree, but I still would prefer a cop to a drug dealer if I need help.
