Yup. Upon further research, I will affirm that Obama's comment you cited about the Citizens United decision qualifies as an outright lie. Perhaps one could argue that he made an honest mistake, but given his background as a lecturer in Constitutional law, I'm not willing to give him the benefit of the doubt.
