For those fearful of what Geitner has in mind for the Thrift Savings Plan you should be aware that once you turn 59 and one-half years of age you may use a ONE TIME WITHDRAWAL to pull out your money and stick it into an IRA somewhere else (or several IRAs in different banks 'cause so-called federal deposit insurance will only cover $250,000 in one account ~ and once you get it there you can buy property, or stocks, or bonds in the private sector).
ONE TIME means means ONE TIME every time. You can withdraw money several times ~

Thrift Savings Plan is the 401k of the FedGov for employees entering since about 1988. It's a defined contribution plan, with your $$ in your account being treated like a 401k.
If he's raiding anything, it's likely the CSRS and FERS (defined benefits).
