It's a constitutional republic that doesn't much care for promoting democracy, there's a "conservative" government in power (at least, the Mexicans claim PAN is "conservative"), the federal government has VERY little power to enforce ANYTHING at the state level (just read up on the chaos in Nueva Leon), there is no death penalty, the government is seriously considering legalizing drugs, their military virtually NEVER goes to war or takes any aggressive action overseas, abortion is almost entirely regulated at the state level and is for the most part illegal (except in Mexico City of course), ditto with gay marriage (again, except in Mexico City where you can probably marry your grandmother and a couple of chihuahuas for kicks), local militia and police pretty much take care of any law enforcement and "security" concerns (good luck asking them for help!), there are strict regulations and "boots on the ground" to stop illegal immigration INTO mexico, all federal officials are term limited and do not last long in government, and they have a long history of overthrowing the federal government if they don't like the way it governs.
Just change things so the Mexican Senate is appointed by state legislatures (drug lord in Chiapas buys Senate seat for 5 million pesos!) and Mexico would be damn near perfect for the "States Rights" crowd. ;-)
Mmm the elections for the Mexican Senate sound arcane and corrupt. Not a ton of details on suckipedia.
