It takes at least 5 years for those from Mexico to obtain US citizenship. So I would assume that is what “working towards citizenship” means. And that is for legal aliens, not sure how long it would take children brought in illegally by their parents.

The term “working towards citizenship’ is utterly meaningless when applied to illegals, yet they clearly are the intended beneficiaries of the law.

The line for immigrating to the US starts in Mexico. You don't break our laws by entering illegally, commiting ID theft, tax evasion, etc. and then apply for citizenship.
