What about a pastey white Texan? Shouldn’t he have been deemed ineligible as well?

One parent an ex-Cuban converted to Canadian citizen- Father
One parent appears to be an ex-pat American as she has Canadian citizenship
Born on Canadian soil; Calgary is not in USA.

No disruption imo. Good question. There’s something that sets your man apart from this discussion. Although potentially not eligible, he has one major attribute; you know who his mother and father are, where he was born, and what he was named at birth.
Couldn’t help myself...
I doubt he has a fake birth certificate.
