I’ve actually had that thought in mind for a while now, particularly because of the way various entities have been handling the records of another potentially-involved person.
This is why the microfilm roll is so important, and why it is also imperative that the transaction logs and vital records history be examined. Those would show all the changes that anybody made to the various records.
Hmmm an external audit of the entire department seem on order!
