I think it sounds like it was never fully implemented in peacetime, and now Obama wants to do that.
Sounds like it will put a lot of people to work, so the unemployment numbers will go down - of course they’ll be employed by the gov’t.
Also a possible accumulation of prior EO's, Congressional legislation done piecemeal and now put all together(ala David Axelrod?) by a true emperor type to assume the final power over all over all of us and our every move,food gas,economy ,everything. During time of emergency of course.
Which in obamaville can be anything for a beer summit to a severe need for KFC chicken. Doesn't take much for an emergency in the regime.
