Without having any knowledge of the situation, that image looks strange. My B.C. copy fills up the whole page, and who has a copy of their B.C. that doesn’t? Is that normal?

The BC does fill the original oage, but it was copied onto the larger green paper. You can see the original outline of cert.

For some reason I never had my birth certificate, so when time for Social Security came I had to send to the State where I was born and ask for it. I could tell it was a card filled out mostly in my mothers writing, then there was some typed in things, and a doctors signature. This ORIGINAL card was then copied onto that same type of green paper as Obama's.

When my grandchildren were born I filled out all the paper work, but when the Certified Copy came it was all typed up and it filled out the whole page. It was no longer in my orginal writing. Their's is on a pale blue basquet weave paper.
