FACT - This story has a CREATOR instead of just a person who used the scanner once during some secretarial duty.

CREATOR - defined as one that creates usually by bringing something new or original into being.

The only fact is that the layers exist, you are speculating that they wer created by forgery. It is also a fact that Acrobat creates layers when you generate a PDF. So there are only two facts to consider:

1: There are layers
2: Acrobat creates layers

So are layers evidence of a forgery? Nope.
