Cesium does not accumulate in the body and so its radioisotopes are not really an environmental hazard. I’d be less than alarmist over this report. I’d compare the U.S. vs Japanese health standards. If Tokyo was considered a health hazard, the U.S. Embassy would have already evacuated its staff and dependents and issued a travellers alert.
