It's a cigar with the tobacco taken out and marijuana put in it's place, or can be a "joint" overstuffed with marijuana aka "fatty".

The ones sold from behind the counter in convenience stores are hollowed out small cigars. The purchaser fills them, presumably with tobacco, but the reality is marijuana.
