you’re absolutely right. He bypasses Congress (and our laws) whenever he likes. This is evidenced all the time - look at what he just did about illegals today.
And he worked too hard to orchestrate and direct the Arab Spring against those ME leaders who co-existed with Israel, and see that Islamist, Israel-hating, fundamentalists take power, to not follow through with it now.
