Seems like they missed some text there.
Doesn't that say "Jeff Davis", as in Jefferson Davis, POTUS of the Confederacy, right there?
He was elected Nov. 6, 1861 while the watch is signed April 13, 1861.
Why is "Jeff Davis" there?

Davis was inaugurated provisional President of the Confederacy on February 18, 1861.
