I am disappointed that none of the 'military experts' we regularly see on TV haven't been more clear about this. As you have said some of them have come close but none has been specific and bottom line on it. As you know first hand this is not some top secret ROE. From the lowest ranks up everyone knows how cross-border mil interventions work.

It is practically just a matter of common sense from a Constitutional perspective that only the POTUS could issue a 'go' order of this nature.
