And as far as I know, non-visible lasers are not available for civilian use.

They are legal but have been way too expensive. There is now a new IR laser out for civilian use but I do not remember the make or manufacturer.

5mW IR DBALs and OTALs are available to the public here. Ebay usually has refurb military units in the $500 range as well.
