Looking at the Hamilton County (Cincinnati) results, there are a few precinct results similar to Cleveland. The thing I see about these precincts in Cincy is that the turnout was very low 30-40%. They either came out to vote O or just stayed home.
Another item of interest in the Hamilton County numbers is the overall low turnout (50-ish%) in the suburbs (Colerain, Green, Sycamore Townships). A little more interest in these areas and Hamilton County would have been red.
