Real world examples contradict you. Consider CA's medical marijuana program. Patients are allowed to grow 6 plants each and dispensaries rake in about $1B/yr in revenue.

If your claims had any validity, you'd expect the cartels to have done something about it. The program has been in place for 15 years. What are they waiting for?
