She may be culpable, but only to a degree. The only person on the face of the earth who can issue the "stand down" order in this type of situation is the CIC (President).

Interesting. Will she throw Obama under the bus? I can see Bill advising that ploy. That would get her some sympathy points as the "loyal DemocRAT soldier," while giving the reins to the idiot Biden for the remainder of the term. Biden does a horrible job in the interim, leaving the field open for Hillary in 2016.
