Thanks for clarifying this touchy matter. Much as I am disinclined to cut Sec’y Sebelius (sp?) any slack, she was not empowered to break the standing rule. Much more appropriate that the rule be tweaked by a court, even if only on a one-time, ad hoc basis. I doubt that Sec’y S. would oppose a formal change in the current rule.
Because it was established in 1984 doesn’t mean the 12 year old was part of it and if you think the Sec would like to change it you should get help.
