I'd take that one step further and argue that it's situational. To wit, and if you'll indulge me for a moment...

You're at an ATM. It's 9 at night. You see a young black male, mid 20's, wearing ghetto-bag jeans and a hoodie, with his hands jammed in its pockets. He's slowly slidling up towards the ATM, not really looking at it, or you, but looking around furtively.

Situation like that would make me want to be somewhere else....

Now - situation #2 - you're at same ATM, same time, same black kid. Only instead of a hoodie, he's wearing a suit. Instead of his hands jammed in his pockets, he's carrying a laptop case in one hand and an ATM card in the other. He's walking purposefully towards the ATM, and looking at it directly.

Do you get as worried? I'd likely not pay him any more attention than I do anyone else, when I'm getting money at an ATM.

It's all situational. But you can't tell the race baiters that.
