“Ive worked in government offices that follow guidelines from higher ups.”

No doubt about it. And a Hawaiian judge recently pointed out (http://www.hawaiifreepress.com/ArticlesMain/tabid/56/ID/2544/Hawaii-lawsuit-challenges-use-of-racial-identification-on-birth-certificates.aspx) “that the race printed on a Hawaiian birth certificate is self-reported by the childs parents and that the Department of Health performs no verification of its accuracy.”
The “guidelines from higher ups” were followed. They provide for the father’s race to be recorded just as he states it.
Perhaps you could avoid having your intelligence insulted by doing a little fact-checking.
We’re talking about 1961 here.
This is a perfect example of what I posted about.
You give me a link to a 2009 lawsuit when we are discussing a 1961 BC which was prepared back when people were still following the law and government guidelines, unlike today.
Then you end with an insulting remark about my not researching.
