Got to remember that most of those people aren’t qualified to work at McDonalds, give them badges and guns and no telling what will happen.

There was a time when anybody perceived as a possible threat to anybody in that area, no matter how guilty, would have been kept alive for intel value, to verify the true source of the activity.
