In the meantime, they can get the kinks out of the web site, hopefully it will be ready in time for 3016.
In the worst scenario, should the web site not be ready, whomever is POTUS in the year prior is welcome to issue another delay by EW (Exec Whim).

If Obama can delay parts of it, then the next president or Congress could delay it for 100 or 1000 years. That would be perfectly legal based on what Obama has already done.
