So, you are saying he was born in Kenya and the Kenyan birth certificate was copied in Hawaii but used the Kenyan method of determining race?
This is actually saying that the Hawaiian certificate is a forgery of the actual birth certificate.

The registration of birth that HI would have is a legal document used when a child is born out of country. The embassy in the country is notified by the local hospital ( instead of their department of health) then the embassy notifies the state of residency given to them by the parent of the birth. In this instance they would have notified HI
