I suspect the research that led to this conclusion was sparked by a thread here at freerepublic from April 2013 which, as far as I can tell, is the first place Loretta Fuddy's financial disclosures were introduced to the discussion about Fuddy's role in the release of Obama's purported birth certificate (starting at post #36, with the part about $78K mentioned by saleman in post #50. Also, Fuddy's gift disclosures were brought into the conversation at post #52).

Please understand that I don't mean to blow my own horn in mentioning this. In fact I want to clarify that what I found prompted me to raise merely some speculative questions; in my opinion it did not by itself constitute a smoking gun. I hope now, as I did then, that my speculation would spur further research and not inspire presumptuous allegations.

I definitely do think that Director Fuddy was pressured to take steps that were intended to foster or maintain deceptions about Obama's birth certificate. And, Fuddy's death does raise doubts in my mind about whether it might have been something more than just an odd coincidence. Nevertheless, I have yet to see clear evidence that there are legitimate implications of a payoff or other wrongdoing that can be legitimately gleaned from those disclosures. Is it smoke? Is there fire? Maybe someone knows, but I don't.

Here's a snippet from my post #68 in that thread from April 10, 2013:
. . . .
Nevertheless, even if that scenario accounts for the appearance of the $500K apartment on the 2012 form (and its absence on the 2011 form), it still seems noteworthy to me that Fuddy's listed debt decreased from $272K to $194K (reduction of $78K) during the same interval that she apparently transitioned into a different home while maintaining ownership of the apartment, all while earning approximately a $100K salary. Once again, I don't mean to make a mountain out of a mole hill (the digital evidence of document fraud is mountain enough for me), but it still leaves me wondering how Fuddy made that salary go so very far for her.
. . . .
In case you're curious, I happened upon the disclosures through some serendipitous google search for Fuddy. Other people were sure to find them soon if I hadn't stumbled into them at that point. I hope Vogt or Sibley (mentioned in the article) were able to locate more corroborating evidence related to Fuddy's provocative disclosures.

I wonder if its possible after Fuddy’s death, Chiyome Fukino got wise and went squealing to Zullo?

Thanks for the ping. Yea, I remember that thread. I actually bookmarked her financial disclosures. Definitely seemed suspicious, especially considering the timing. Only thing that makes it less suspicious...is that, if she were bribed she didn’t do a lot to hide the money.

Do we know for sure she’s dead, or was that a fakeout?
