Popular Election of Senators. - We advocate the popular election of United States Senators and of judges, both State and Federal, and favor a graduated Income tax and any constitutional amendment necessary to these ends. Not working, is it! The only way it could conceivably work OK would be if the senator (maybe each state should have only one rather than two?) were elected as the running mate of the governor. Then governors would bear electoral responsibility for impositions by the Federal Government on the states.
It might be an improvement . . .
