With the 9th Circuit ruling in Peruta v. San Diego saying that the state must allow either concealed carry or open carry and the 7th circuit ruling in Moore V. Madigan that forced Illinois to adopt shall issue concealed carry, vs. the 3rd Circuit ruling in Drake v. Filko where "justifiable need" was upheld, the entire issue is eventually going to wind up in the Supreme Court.

Let the Massachusetts legislature pass this law which will also be challenged all the way to the Supremes.

mass does not care. There is no penalty for knowingly passing laws which can not stand and they know it. In their eyes all laws are 100% legal until a judge forces they to tweak it.
