What exactly are the rules of engagement for this operation?

Unless he is willing to use Military power, then calling out the military is nothing but a photo op.

I’m not blaming Perry for it but the guard will effectively be WalMart greeters because all agree that the law dictates that anyone apprehended will be turned over to immigration officials. (Which is what the illegals want anyway)

On the other hand it does help drag attention back to the border situation and may help drive the drug smugglers to seek other routes. (Sorry Arizona and NM)

Its also important to not that this comes at the beginning of the slow season.

This is SOP. Back in the day when the NG helped with drug interdiction programs they were not empowered to arrest, only to spot and report. They were armed to protect themselves, but they can be called by an LEO for backup and then take part in arrests. If they embed an LEO with them (like we did) then they can detain and arrest.
