NYC would be a difficult place to escape from in an emergency, especially Manhattan.

I was in NYC on 9/11/01 - I needed to get back to Connecticut, the trains were shut down, luckily a co-worker who lived in Westchester had a car, but it was parked in a hospital lot that was in the middle of a large section of town on the East Side that was cordoned off (because the hospital was being used as a morgue staging area). Luckily access to the area of the parking garage was being “controlled” by a cop who happened to be in way over her head - she challenged us to provide “ID” (probably on account of not-very-clear orders that she had been given), we showed driver’s licenses and fast talked our way past her, and managed to get to the car and drive away.

But what would I have done without that? Walk across a bridge? To where, the Bronx? Good luck with that...

As the New Yorker's plan for a doomsday scenario, we plan on how to keep them out. I live in a location were many of them would attempt to flee and it's a common conversation amongst the locals on what would be done to keep them out.

If the roaming hordes ever showed up in my neighborhood they would never know what hit them. Bet they don't take that into account in their Doomsday plans.

Walk across a bridge? To where, the Bronx? Good luck with that...

Remember everyone walking across the bridge during 9/11. If something happened so they couldn't cross a bridge, they'd be stuck. That's the case in many areas of the country.
