Probably. It wasn't that long ago that Ferguson became majority black.
One of the many instances of bad reporting on this is portraying Ferguson as a small town. In fact, it's of many suburban towns north of St. Louis that form a continuous city with St. Louis, but technically they are in St. Louis County.
