Not technically a lie. The term 'stand--down order' has a specific meaning in the military, and that is what she is relying on. The fact is that they were told not to go help.

The State Department is parsing words about a written/verbal actual, official “Stand Down Order”.

What they were told was to delay, don’t launch. It is the same thing, but there is nothing listed in any log at the time that says “stand down order issued.”

They’re lying. But they’re doing it with finesse.
