That is why when building something, you measure on center. It doesn’t matter if it’s actually 2x4 or not
2”x4” is the general description of the rough lumber, before milling. Typically milling removes about 3/8” on each dimension.
It would be interesting to see if they are selling products that are labeled as 2” x 4” but actually were rough 1-3/4” x 3-1/2”, then milled down to say 1-3/8” x 3-1/8”. If so, then they should be charged for fraud re: weights and measures.

Out of curiosity I simply went to websites, including archives, of common and uncommon lumber retailers...
Every last one of them had a specification description which includes actual dimensions.

The National Institute of Standards and Technology is a federal agency within the US Dept. Of Commerce. It’s Table of Softwood Lumber Sizes says a 2x4 is 1-9/16” x 3-9/16 when wet, and 1-1/2” x 3-1/2 when dry. That is what the Bureau of Weights and Measures goes by when inspecting retail stores. There are heavy fines when stores mark products with incorrect prices.
