Are the tax payers of Texas paying for this mansion in the gated community or is it being donated by a private citizen?
If it is the Texas tax payer, who authorized this expenditure?
If it is a private donation by a private citizen, why is it any one else’s business?

Generally issues effecting public health are dealt with by the public health department.
Ya know for the public health. Long ago people decided that other people with dangerous communicable diseases needed some level of control to keep others safe.

If it is a private donation by a private citizen, why is it any one elses business?
It may be the legal business of the other homeowners in the gated community if the donor agreed to the terms of a homeowners association. Those terms might give the others a cause of action on many levels. I'd have my lawyer going over those documents on Monday.
