That IS the big question, isn't it?
A while back... say in the days of Nixon, the President was held in check by the other branches of government, especially Congress. But, Obama has pushed the outer limits of what the Executive Branch can do by Orders and Regulations.
There have been other Presidents who have stretched the rules--Andrew Jackson, Lincoln (in conducting the Civil War), FDR. They may have been dictatorial, but their allegiance was to this country. With Obama, it isn't so clear, is it?

Nixon’s enemy was the press. They brought him down, not Congress. With the press firmly in Barry’s corner, he can do no wrong, and as a result, Congress feels no need to act.
