I think you’re maybe being too generous. You can hardly even call it corruption when it’s built-in to the system by design.
I can’t think of any legitimate system of government to compare this practice to, unless perhaps you go back to feudalism. They are turning the agents of the state into mercenaries, paid on commission for violating the rights of the citizenry.
That's for sure. They don't even make a pretext of integrity anymore. Just blatant legalized theft.
