David Martin (former RCAF veteran of WW2), Aide to Sen. Tom Dodd, and later the Sen. Internal Security Subcommittee, was one of the men behind this “testimony”.
He wrote “Allied Betrayed” about the US/British betrayal of Mikhailovich to Tito and Yugoslavia to the communists.
