Almost, but not quite true. The Holocaust as mass murder didn't really get rolling till 1942, at which time the Nazis had been in power for not quite a decade.

The Final Solution of mass murder wasn't finally decided on till it became obvious the previously preferred definition as mass deportation had become unworkable.

It is entirely reasonable to point out that once they came to power the Nazis largely ignored this document. In fact, one of Hitler’s first acts as dictator was to murder most of the Nazis who took it seriously.

Whether they might have returned to implementing it after gaining world dominance will never be known.
