Its purpose was to boost the number of Mexican gun crimes attributable to US-sourced guns [which necessarily and with malice aforethought required large numbers of Mexicans to be wounded or killed]. Its method was to wantonly deliver those guns to the cartels who would effect the contemplated crime statistics boost.
