The real issue is what one does with one’s IQ. Even en educable retardate can lead a non-criminal life.

And look how that turned out. Back in the day, if you met with the "board of education" at school you'd meet with daddy's belt when he got home and you usually didn't misbehave again. Minnesota, esp. Minneapolis, is a Marxist/Islamist shithole. Too many reds and sympathizers as well as black extremists have a hold on much of state and local politics and policies, while Jihadists are having a field day recruiting fighters for Al Shaabab and ISIS.
