Use of the term “broken families” implies the mother and father were married, which is usually not the case.
What we are actually being forced to cope with is the harsh reality that many of that 73% are “bastards”. Moma didn’t marry the father and by definition her child is a “bastard”.
The term carries negative implications because societies learned over the ages that the children raised without a married mother and father often beveloped teh behavior known as

You can’t “fix” a low IQ.
America is a cognitively demanding society, and blacks score some 15 points below whites, who score 5 points below orientals and Jews.
The real issue is what one does with one’s IQ. Even en educable retardate can lead a non-criminal life.
Those Black and Latrino Urban Ferals could have not committed those asocial and/or criminal acts - but they chose to so do.

Minnesota, esp. Minneapolis, is a Marxist/Islamist shithole. Too many reds and sympathizers as well as black extremists have a hold on much of state and local politics and policies, while Jihadists are having a field day recruiting fighters for Al Shaabab and ISIS.
That has got to be a big honkin’ lawsuit just waiting to happen.
