He's in shock. His grand play: The possibility of him ruling over his own kingdom. This was his chance. He had NYC in the palm of his hand.
It just came to a screeching halt. The goods guys can no longer be portrayed as the bad guys. In fact, now we have 4 dead criminals and lost 2 noble police officers.
No one cares about the dead criminals any more.
