Advocating rebellion is what they are doing. If no one goes along with it....it's just noise in a paper.
Revolutionary pamphlets all over the place saying the same thing every day. Mostly ignored.
Inciting Riot is what the Chicago 7 were tried for. Let me know how that turned out, and how many prosecutions for that have subsequently been pursued.
Speech is just speech. No prior restraint. Until someone does something because of it - and you can prove that - it's just...words.

Just as it IS viable to shout ‘Fire’ in a crowded movie theater; it is punishable if there are damages/death/etc. if there is no fire. If one would to shout ‘fire’ and all got out peacefully, quickly and orderly...is that a crime?
